Localized display names for PlanTier.

The enum values are persisted/wire strings and stay untranslated — only their presentation is localized. The keys are the orgBillPlan* set that org billing introduced; the personal account and subscription screens render the same five tier names, so they share one key set rather than carrying near-duplicate acct*/sub* copies of it.

Callers that need different copy for PlanTier.none (the account screen shows a "manage your plan" call to action instead of "No access") should special-case that arm before delegating here.
